We are in the process of setting up our 2nd home in Cottonwood up for renting when it's not in use. Looking at the new regulations which passed last June, it seems extremely reasonable compared to the other rules some cities have passed. The registration fee is only $25 and there are barely any requirements. Are we missing anything? Just need to tell them and sign up?

I'd say you're quite lucky that they didn't enact any rules which result in a borderline ban for STR's. Just follow the listed guidelines and make sure you tell your insurance company and sign up for the correct coverage.
